There's so much ICC could do but I believe people that are in ICC are confused idiots who are behaving like egomaniac boys. Let me explain-

So the general argument that they give is - more than 10 teams are not good for marketing as the TV channels are saying about lack of competition and full of one dimensional matches in ODIs. Yeah I get that. Then why not have 24 or 28 or 30 teams T20 World Cup. As gap between teams are less and more chances of upset. For example in first T20 World Cup a weak Zimbabwe team did beat a very strong Australian team. But no that is not happening either. And if it is so important then when it comes to matches between minows vs minows , don't have to broadcast it.

There has to be some strategy to promote cricket in non test playing sub continent countries as everyone knows cricket is most popular in this part of the world. Any far sighted business man will invest heavily in countries like Nepal, Maldives, Mianmar etc. Cricket craze is so much in Nepal. But no ICC is investing money(Which comes from India by the way) on afrikaan masai warrior and countries like Rowanda, Uganda, Namibia!!!
